February unemployment figures have been released and show a moderate decrease in the unemployment rate in Northeast Iowa. Here in Delaware County, the rate was 3.7 percent in February. Jerald Paul “Jerry” Heyer, 75, of Manchester, Iowa, passed away on Thursday, March 23, 2017, at the Regional Medical Center in Manchester.  Jerry was born on December 12, 1941, in Manchester, the son of Vernon “Buster” and Helen (Eberhart) Heyer.  He was raised in the Lamont area and graduated from Lamont High School in 1959.
