Several Changes Proposed to Manchester’s ATV/UTV Ordinance

The City of Manchester’s ATV/UTV ordinance is under review.
The ordinance allowing ATVs and UTVs on certain city streets has been in effect for a couple years now. It even served as a reference for other area communities looking to start their own ordinance.
But with some state laws changing and some riders not following the city’s ordinance, the Manchester City Council felt now was a good time to review it to see if any local changes need to be made. They met with the local Roads to Trails ATV Club and several changes have been proposed. City Manager Tim Vick:
The updated ordinance will need to pass through three readings before it’s approved, with the first reading expected to take place at the next council meeting on April 24th.
The Manchester City Council held a public hearing last night on the proposed budget for the upcoming fiscal year. Vick says the proposed budget sets the City’s levy rate at $15.94 per $1,000 of taxable value – an increase of 19 cents from last fiscal year’s rate of $15.75.
Councilmember Linda Schmitt says she doesn’t think the City is working hard at paying down debt, noting the airport expansion project – but she says she’d vote to approve the budget because City employees need to be paid. No one from the public spoke for or against the proposed budget. The Council voted 5-0 in favor of approving next fiscal year’s budget.
And the City of Manchester also reached out to T&W Grinding to get estimates for the grinding of storm debris from the tornado. The City Council has approved paying for time and materials not to exceed $25,000.
