Manchester Fire Chief Resigning in December

The Manchester Fire Chief is resigning.
The City issued a press release on Thursday morning, saying the Manchester City Council accepted Mike Ryan’s resignation as Fire Chief and member of the Manchester Fire Department. Ryan’s resignation will become effective at the end of this year on December 31, 2023.
Ryan was placed on administrative leave last month due to personnel reasons.Â
The City says as a result of inappropriate communications with City and County personnel, the City Council has also approved several actions:
- Ryan shall remain suspended, without pay, as Fire Chief and as a fireman until May 19, 2023.
- Ryan shall no longer attend County Fire Department meetings.
- Ryan shall not have any direct communications with the Delaware County Emergency Management Services or Delaware County Dispatch Center, except as may be required when responding to an ongoing emergency situation.
- In the event Ryan violates the requirements of this order, the City Manager shall have authority to impose immediate suspension from the department.
Ryan has served the Manchester community as a firefighter for more than 40 years. He led as fire chief from 1992 to 1997 and again starting in 2011.
Randy Rattenborg has been serving as acting fire chief during Ryan’s leave.
