City of Ryan’s Audit Report Comes Back with No Major Concerns

The State Auditor’s Office has completed its audit of the City of Ryan – and it did NOT find any mishandling of money.

Last Tuesday, State Auditor Rob Sand announced the result of a special investigation into the City of Delhi, finding approximately $80,000 worth of questionable and improper spending under former city clerk Lori Tucker.

While Tucker hasn’t worked for the City of Delhi since April 2022, she still serves part-time as the city clerk of Ryan. Ryan city officials had requested the audit as part of a routine process prior to last week’s news about Delhi’s findings.

Last Thursday, Auditor Sand released the agreed-upon procedures report on the City of Ryan for the period of July 1, 2022 through June 30, 2023. No mishandling of money was found. Sand reported nine findings related to the receipt and disbursement of taxpayer funds, which is typical for small town audits.

The findings address issues such as a lack of segregation of duties, the lack of bank and utility reconciliations, disbursements exceeding budgeted amounts and lack of depository resolution and investment policy. Sand provided the City with recommendations to address each of the findings.

Ryan Mayor Mike Corcoran says the segregation of duties to have oversight includes a recommendation to have another person on staff. They’re also looking into different software to help with reconciliation of funds. Corcoran notes they also made one mistake on a budget amendment and that is being corrected as well. But he says overall, the audit report for City of Ryan came back pretty good in their opinion.
