Strawberry Point Police Arrest Man for Kidnapping

Strawberry Point Police arrested a Cedar Rapids man for kidnapping and several other charges.

The Police Department issued a press release Wednesday night, detailing the incident that started the morning of October 2nd. A Strawberry Point police officer was dispatched to a reported kidnapping that had occurred within the city limits. The Delaware County Sheriff’s Office had met with a female victim in Dundee, who had been assaulted by her ex-boyfriend earlier that morning. Throughout the joint investigation, it was discovered 39-year old Jessie P. Collione of Cedar Rapids had shown up at the victim’s Strawberry Point residence uninvited earlier that morning and threatened serious injury against the victim and her mother, who was also inside, if he was not let inside the residence. The victim then let Collione inside, where he stole her cell phone to prevent her from calling 911 for help, and again threatened her with serious injury and/or death. Collione then forced the victim into his vehicle, and forced her to drive away from the residence. While driving towards Dundee, Collione assaulted the victim and threatened her by telling her she was going to die. They ended up in Dundee, where the victim was able to escape capture and make contact with a homeowner.

Collione then fled the scene and evaded arrest for several days. He has since been captured and is currently in custody. The Strawberry Point Police Department filed several charges on Collione, including kidnapping 3rd degree, robbery 2nd degree, burglary 2nd degree, theft 3rd degree and obstruction of emergency communications.

Collione was subsequently charged with two counts of domestic abuse assault 3rd or subsequent offense and child endangerment, as a result of domestic assaults that were committed against the same victim in September.

The Strawberry Point Police Department was assisted by the Clayton County Sheriff’s Office, Delaware County Sheriff’s Office, Cedar Rapids Police Department, Linn County Sheriff’s Office, Des Moines Police Department, and the United States Marshal Service.
