Elkport Woman Charged in Fatal Clayton County Crash

An Elkport woman has been charged following an investigation into a fatal collision in Clayton County last fall.
The Clayton County Sheriff’s Office says the accident happened on the morning of October 13th on Grandview Road near Falcon Avenue. A westbound UTV was attempting to turn into a private driveway when it was struck from behind by a car, causing the UTV to overturn.
The UTV driver, 63-year old Randy McMillin of rural Elkader, and his passenger, 61-year old Mary Ann McMillin, were both ejected. Randy was pronounced dead at the scene. Mary Ann was critically injured and airlifted to University of Iowa Hospitals and Clinics.
The driver of the car, 63-year old Susan Steve of Elkport, was not hurt in the crash.
The Sheriff’s Office says with the investigation now complete, Steve has been found to have been under the influence of a controlled substance at the time of the crash. Steve is charged with vehicular homicide, along with serious injury by vehicle, possession of marijuana, possession of drug paraphernalia and failure to stop in a safe and assured distance.
