Manchester City Council Meeting Recap
New Subdivision, Compost Site Contract & Employee Assistance Program

The Manchester City Council met Monday, holding a public hearing in regards to a new subdivision.
The public hearing was for a proposed Urban Renewal Plan Amendment to the Manchester Urban Renewal Area, which the Council approved. City Manager Tim Vick says anytime the City uses tax increment financing – otherwise known as TIF – for a project, it needs to be included in the Urban Renewal Plan.
The tax increment financing will support S&R Construction, Inc. with the construction of phase two of Oakview Estates. Vick says this will be a 19-lot subdivision, with eighteen single-family homes and a lot for storm water management and the development of a park.
The Manchester City Council has also approved a contract with a new company for maintenance at the city’s compost site. The City’s contract with T&W Grinding for grinding of brush and yard waste expired at the end of last year. Dubuque Hardwoods can provide the same service – plus a few extras – for about the same basic rate.
The Council also approved a resolution on Monday night that will help city employees. The City of Manchester will begin offering an employee assistance program.
The Council also approved a request from CMJ Raceway to once again host their annual Motorcycle Trials in Manchester this summer. The event’s dates have changed – this year, it will be held June 14th and 15th at the Manchester Whitewater Park and Schram Park. The event brings in over seventy riders from several states – and it’s free for the public to watch.
