Manchester City Council Meeting Recap

The Manchester City Council met Monday night, holding a public hearing on the proposed budget for the upcoming fiscal year.

The proposed budget sets the City’s levy rate at $15.45 per $1,000 of taxable value – that’s a reduction of $0.09 from last fiscal year’s rate of $15.55. No one made comments during the public hearing. The council approved the proposed budget on a 5-0 vote.

In other news, the City of Manchester has received one bid for the Runway Rehabilitation Project. River City Paving submitted a base bid of $461,884. The alternate bid for installing the 4″ edge drainage tiles was $46,200. This total bid price for the project, including the base bid, is $508,084. The engineer’s estimate for the project was $844,099 for the resurfacing and sub-tiles. The City Council voted unanimously to acknowledge receipt of the bid and authorize City Manager Tim Vick to submit a grant application to the FAA. This project falls under the current guidance by the FAA and is eligible for 95% funding (including engineering), with a 5% match required from the City.

The Manchester City Council has set the fee for the “Bulk Item Collection Stickers”, which will be sold at City Hall for City of Manchester residents. The stickers cost the City of Manchester $30 each to purchase, but will be sold for $20 each – though that could be subject to change depending on demand.

And the City Council also approved an extension of Manchester’s Decorative Lighting Project. The City is working with the Manchester Vitality group to continue to install decorative lighting in the downtown. Manchester Vitality has obtained the easements and lights necessary to install the additional lights along the 100 block of South Franklin Street. Easements have been agreed upon between the City and two property owners – Diane Lendt at 105 South Franklin and F&M Bank at 101 East Main – for the connection of lights/cables to the front exterior of the buildings. The group hopes to have the lights installed and ready to go in time for Manchester River Days in early June.

Several awards were also presented at Monday night’s Manchester City Council meeting. We’ll have more on those coming up on Wednesday’s KMCH Local News.
