Manchester City Council Meeting Recap

The Manchester City Council met on Monday night, holding a public hearing on the proposed expansion of the Manchester Urban Renewal Area.
The City says the expansion involves adding Lot One of the Manchester West Commercial Second Subdivision to the Urban Renewal Plan Area, designating it as an economic development zone – which then allows the City to adopt an ordinance for Tax Increment Financing (known as TIF). The TIF will support the Farmers Savings Bank development project, in which the bank plans to invest one-point-six million dollars to construct a new 4,000-square-foot branch office on the west end of Manchester that is expected to create four to six new jobs. The Council approved the steps to move forward.
The Manchester City Council also discussed utility easement concerns with resident Mark Fink. City Manager Tim Vick explains:
The City Council also discussed a request from council member Linda Schmitt to possibly record City Board, Commission and Committee meetings – similar to what is done for the Manchester City Council meetings – so that the public can stay better informed. Vick says they’ll need to gather more information before bringing back to the Council for a decision.
The Council also tabled a decision on approving a contract for the Airport Runway Rehabilitation Project, with some council members requesting the chance to gather more information. The City says River City Paving was the successful bidder for the project, which involves resurfacing the airport runway and installing four-inch edge drainage tiles, with a bid price of over $508,000. The City was awarded federal funds to cover 95-percent of the cost of the project. It will be brought up again for a vote at the Council’s next meeting on November 10th.
