Manchester City Council Meeting Recap

The Manchester City Council met on Monday night, holding a public hearing on the proposed development agreement with Farmers Savings Bank.
Farmers Savings Bank is proposing to invest one-point-eight million dollars in the development of a four-thousand square foot building with three new full-time employees. The agreement will provide for a 10-year 50-percent tax rebate, with an amount not to exceed $350,000. The Council approved the agreement.
Manchester City Manager Tim Vick says the City Council also tabled a decision on the contract and performance bonds submitted by River City Paving for the Airport Runway Rehabilitation Project. The project involves resurfacing the airport runway and installing four-inch drainage tiles, with a bid price of just over 508-thousand dollars. The project is largely funded by federal grants, as the City was awarded funds from the FAA to cover 95-percent of the total cost.
And the City Council has recently been discussing the possibility of video recording all official City Council, Board, Commission and Committee meetings. Vick says the Council would like to narrow down the list of video-recorded meetings to: Council, Board of Adjustment, Planning & Zoning (P&Z), Library Board of Trustees and the Airport Committee.
The Manchester City Council also approved entering into a 28E Agreement for the Joint County Emergency Response Team (known as JCERT) with Jones County, Delaware County, Anamosa, Monticello and Cascade for joint county emergency response services.
