Former Delhi City Clerk Arrested on Theft Charges

The former Delhi City Clerk accused in this week’s State Auditor’s Office investigation has been arrested on theft charges.

42-year old Angela Billings of Anamosa was taken into custody Tuesday on theft charges.

The Delaware County Sheriff’s Office says they were contacted by Delhi city officials in April 2015 after they discovered improper disbursements and questionable expenditures made by Billings while she was employed as City Clerk. The State Auditor was contacted to assist with the investigation, which took over a year and a half to complete due to the large volume of information.

The investigation revealed Billings had made numerous improper personal purchases with the City of Delhi’s credit card totaling nearly $90,000, received unauthorized excessive payroll in the amount of $69,351 and received goods or services from the City for utilities that were not billed or paid for in the amount of $6,747.

Billings faces two counts of First Degree Theft and one count of Second Degree Theft.

Bail has been set at $25,000 cash.
