A Manchester man was arrested in the Walmart parking lot early Wednesday morning.
Manchester Police say they stopped 31-year old Melvin Liggins shortly before 1 am for erratic driving. He was arrested for driving under the influence and, as police detained and patted him down, he was found with marijuana.
Police say Liggins was transported to the Delaware County Jail, where he became belligerent and resisted standard jail procedures.
Liggins has been charged with Operating While Under the Influence (2nd Offense), Possession of a Controlled Substance 3rd or Subsequent Offense and Interference with Official Acts.
