Court Date Set for Former RMC Official Charged with Theft

A preliminary hearing has been set for a former Manchester hospital official charged with theft.

The Delaware County Attorney’s Office says Mike Briggs’ preliminary hearing is scheduled for July 10th.

Briggs is the former System Fund Development Director at Regional Medical Center. He and former CEO Lon Butikofer have been charged with First Degree Theft stemming from a State of Iowa Auditor’s report released in February. The two were arrested last Saturday and released on bond the next morning.

Manchester Police say between 2009 and 2017, Butikofer submitted mileage and meal reimbursements, as well as incurred credit card charges and travel expenses for trips identified as improper or personal in nature. He was also failing to properly record vacation or paid time off on many of those trips deemed personal in nature. The State Auditor identified over 256-thousand dollars in expenses found not to be on Regional Medical Center business.

Police say Briggs also submitted reimbursements for mileage and meals found to be personal in nature. Auditors also found proof that Briggs was not using paid leave while on personal business. The report shows he received over 23-thousand dollars in salary and reimbursements for time he was not on Regional Medical Center business.

The Delaware County Attorney’s Office say Butikofer has waived his preliminary hearing, with no other court appearance currently scheduled.
