Democrat Presidential Candidate Vice-President Joe Biden will make a Campaign stop in Manchester on Thursday. The event will be held at the Delaware County Fairgrounds Community Center on Thursday, January 2 at 4:45 p.m. with doors open at 4:15 pm.
