HACAP Replaces Operation New View in Delaware & Dubuque Counties

Operation New View is no longer a part of Delaware, Dubuque and Jackson counties.

Back in March, the Operation New View Community Action Board of Directors approved a merger with Hawkeye Area Community Action Program – also known as HACAP – which is a Hiawatha-based community action agency. The takeover became official October 1st.

Chris Ackman, the Communications and Volunteers Manager at HACAP, says it’s really just a name change – the same services will be offered.

Ackman says their main mission is to help build stronger communities.

One of their other main programs is their Heating Assistance Program.

For more information on either the Heating Assistance Program or Head Start, you can reach out to HACAP online at hacap.org – you can also call their Manchester center at 927-4629 or their Dubuque center at 563-556-5130. HACAP’s Delaware County center has stayed in the former Operation New View location, but their Dubuque County center has changed – moving to a new location just under the Town Clock at 220 West 7th Street in Dubuque.
