Delaware County Taking Bids Again for Courthouse Annex Building

Delaware County is taking bids again for its annex building. 

The building, which used to be home to Community Savings Bank in Manchester, has sat empty since the Delaware County Board of Supervisors purchased it four years ago.

Supervisor Jeff Madlom says they’ve had prospective buyers, but so far, nothing has worked out.

The Courthouse Annex is the former Community Savings Bank building that sits just a block west of the courthouse at 201 East Main Street in Manchester. The County had purchased the property with the intent to move the Delaware County Treasurer’s Office and Auditor’s Office there, as well as the county’s voting equipment – the goal was to give the County more room and to make those offices more accessible to the public by moving them to a ground level. But the County Supervisors say an unexpected requirement from the State Fire Marshal was more costly than they could afford. 

The County paid Community Savings Bank $599,000 for the building, which Madlom says, at the time, was listed at its assessed value of $800,000. The Assessor’s Office has since re-evaluated that number and the building is now assessed at $540,000.

Madlom says once the Courthouse Annex building is off the County’s plate, they’ll start looking into what should be done with the old jail and Sheriff’s Office.
