Manchester City Council Approves Development Agreement with A-1 Mobile

The Manchester City Council held a public hearing on a proposed development agreement with A-1 Mobile Storage Service on Monday night.

A-1 Mobile is proposing to construct a 70,000 square foot manufacturing facility with a 6,500 square foot truck maintenance facility in the Manchester Industrial Park. The proposed agreement provides for a 10-year 80% tax rebate, with an estimated value of $1.26 million. No one spoke for or against the agreement at the public hearing, with the City Council giving their approval.

In addition, the City Council approved an economic development infrastructure agreement between the City of Manchester and Manchester Enterprises. The agreement provides for the City to construct public infrastructure improvements in order to facilitate commercial development for A-1 Mobile Storage in the urban renewal area. Manchester Enterprises agrees to reimburse the City 50-percent of the infrastructure development costs, up to $200,000.

The Manchester City Council also held a public hearing on the proposed budget for the upcoming 2024-25 fiscal year. The proposed budget sets the City’s levy rate at approximately $15.55 per $1,000 of taxable value – that’s about 38 cents less than last year’s levy rate. No one spoke for or against the proposed budget at the public hearing, with the City Council giving their approval.

The City Council also approved:

  • a change order to the East Main Street project, which will increase the total construction costs by $35,000
  • paving 270 feet of trail by Schram Park
  • further clarity on how the City will regulate the operation of mobile food trucks
