City of Manchester Offering Voluntary Early Retirement Program

The City of Manchester will be offering their Voluntary Early Retirement Program.

The 2024 Voluntary Early Retirement Program provides an incentive that promotes an orderly means of attrition of employees and anticipates a cost savings to the City.  It also recognizes service to the City and acknowledges those employees with superior attendance during their employment.

This program will be available to City employees that have reached 55 years of age by the time they retire and have worked a minimum of 20 consecutive years with the City. Employees that choose to participate in this program will receive two lump sum payments of $20,000 into their Health Reimbursement Accounts.

Employees will be paid out their accrued vacation and personal days, along with a percentage of their accumulated sick leave (based on the number of years they have worked for the City). These payments may also be made towards the employees HRA should they choose.

The City of Manchester last offered the Early Retirement Program two years ago, with two longtime police officers choosing to retire at that time.

In other Manchester City Council news:

  • The Council held public hearings on proposals to enter into the 2023A and 2023B General Obligation Loan Agreements, with no public feedback. Both resolutions to take additional action on the proposals were approved.
  • The Council also approved the first reading of several ordinances that will amend the Code of Ordinances for various provisions, including failure to assist, abandoned vehicles and peddlers, solicitors and transient merchants. These are changes made on the state level that cities must follow.
  • The Council approved a contract with Mark Fink for city sidewalk snow removal with a bid of $395 per time and a nuisance sidewalk snow removal bid of $50 per sidewalk.
  • The Council approved the Iowa Department of Transportation Agreement for a Surface Transportation Block Grant Program Federal Aid Swap Project for the 2024 East Main Street Project.

New Manchester City Council members will be sworn in at the regular meeting on Monday, December 11th.

The Manchester City Council has agreed to cancel their regular meeting on Monday, December 25th due to the holiday. They’ll tentatively set Wednesday, December 27th as the date for a possible meeting if one is needed before the end of the year.
